Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the publisher of books shall apply to the Advisory Panel in Form III for a duplicate, accompanied by a fee of two hundred rupees, and the Advisory Panel shall issue a duplicate certificate marked as such within ninety days of the application.
