Surrender of certificate.—Every importer of pre-packaged commodities who ceases to carry on the import of pre-packaged commodities shall, within twenty-one days of such cessation, surrender the certificate of registration to the National Commission in person or by registered post, and shall inform it in Form G of the manner in which every label held by him has been disposed of.
