Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the advertiser shall apply to the State Commission in Form E for a duplicate, accompanied by a fee of one thousand rupees, and the State Commission shall issue a duplicate certificate marked as such within forty-five days of the application.
