Surrender of certificate.—Every publisher of textbooks who ceases to carry on the publication of textbooks shall, within twenty-one days of such cessation, surrender the certificate of registration to the School Tribunal in person or by registered post, and shall inform it in Form H of the manner in which every school building held by him has been disposed of.
