Surrender of certificate.—Every manufacturer of cosmetics who ceases to carry on the manufacture of cosmetics shall, within forty-five days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form 20-B of the manner in which every drug held by him has been disposed of.
