Appeal.—An appeal against an order made under these rules shall be preferred by the dealer aggrieved by it in Form 38 within thirty days of the communication of the order, and shall be accompanied by a certified copy of the order appealed against, a statement of the grounds of appeal and a fee of two hundred rupees; and an appeal preferred after that period shall be accompanied by a statement of the reasons for the delay.
