Surrender of certificate.—Every transporter of explosives who ceases to carry on the transport of explosives shall, within thirty days of such cessation, surrender the certificate of registration to the Sub-Divisional Magistrate in person or by registered post, and shall inform it in Form V of the manner in which every permit held by him has been disposed of.
