Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the transporter of explosives shall apply to the Sub-Divisional Magistrate in Form V for a duplicate, accompanied by a fee of one thousand rupees, and the Sub-Divisional Magistrate shall issue a duplicate certificate marked as such within fourteen days of the application.
