Surrender of certificate.—Every user of the national flag who ceases to carry on the display of the national flag shall, within ninety days of such cessation, surrender the certificate of registration to the Government of Punjab in person or by registered post, and shall inform it in Form A of the manner in which every petition held by him has been disposed of.
