Application for registration.—Every cultivator of hemp carrying on the cultivation of hemp under licence shall make an application for registration to the Licensing Authority in Form B, within forty-five days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every sample held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
