Application for registration.—Every observation home carrying on the running of an observation home shall make an application for registration to the Local Complaints Committee in Form I, within fifteen days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every admission register held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
