Safe custody.—Every grantee shall keep every purchase order to which these rules apply in a receptacle or place reserved for the purpose at the premises where the receipt of grants is carried on, shall record in Form GFR 12-C the description of every purchase order so kept and the date on which it was received, and shall furnish a copy of the record to the Public Accounts Committee within fourteen days of the close of each year.
