Custody of the register.—The register maintained under these rules shall be kept at the office of the Electoral Registration Officer in the custody of the Expenditure Observer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Electoral Registration Officer; and where the Expenditure Observer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form 2B within forty-five days of the succession.
