Safe custody.—Every air traffic controller shall keep every air operator certificate to which these rules apply in a receptacle or place reserved for the purpose at the premises where the control of air traffic is carried on, shall record in Form CA-1 the description of every air operator certificate so kept and the date on which it was received, and shall furnish a copy of the record to the Airports Economic Regulatory Authority within fourteen days of the close of each year.
