Surrender of certificate.—Every contractor who ceases to carry on the execution of contracts shall, within seven days of such cessation, surrender the certificate of registration to the Controller General of Accounts in person or by registered post, and shall inform it in Form GFR 12-C of the manner in which every grant held by him has been disposed of.
