Safe custody.—Every owner of a private drain shall keep every vending certificate to which these rules apply in a receptacle or place reserved for the purpose at the premises where the connection of a private drain to the municipal sewer is carried on, shall record in Form G the description of every vending certificate so kept and the date on which it was received, and shall furnish a copy of the record to the Commissioner within twenty-one days of the close of each year.
