Custody of the register.—The register maintained under these rules shall be kept at the office of the Commissioner in the custody of the Municipal Engineer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Commissioner; and where the Municipal Engineer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form A within seven days of the succession.
