Surrender of certificate.—Every owner of a private drain who ceases to carry on the connection of a private drain to the municipal sewer shall, within fourteen days of such cessation, surrender the certificate of registration to the Commissioner in person or by registered post, and shall inform it in Form D of the manner in which every register of properties held by him has been disposed of.
