Application for registration.—Every organiser of a public assembly carrying on the holding of a public assembly shall make an application for registration to the Commissioner of Police in Form IV, within fourteen days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every magazine held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
