Surrender of certificate.—Every bonded warehouse keeper who ceases to carry on the keeping of a bonded warehouse shall, within twenty-one days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form B of the manner in which every label held by him has been disposed of.
