Application for registration.—Every manufacturer of insecticides carrying on the manufacture of insecticides shall make an application for registration to the Board in Form E, within ninety days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every seed held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
