Surrender of certificate.—Every author who ceases to carry on the publication of works shall, within forty-five days of such cessation, surrender the certificate of registration to the Plant Varieties Authority in person or by registered post, and shall inform it in Form 9 of the manner in which every application held by him has been disposed of.
