Application for registration.—Every owner of a hazardous installation carrying on the operation of a hazardous installation shall make an application for registration to the Civil Defence Controller in Form C, within fourteen days of the commencement of these rules, accompanied by a fee of one hundred rupees and a statement of every register of shelters held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
