Surrender of certificate.—Every owner of a hazardous installation who ceases to carry on the operation of a hazardous installation shall, within three days of such cessation, surrender the certificate of registration to the Civil Defence Controller in person or by registered post, and shall inform it in Form D of the manner in which every plan held by him has been disposed of.
