Surrender of certificate.—Every transporter who ceases to carry on the transport of excisable articles shall, within forty-five days of such cessation, surrender the certificate of registration to the Excise Commissioner in person or by registered post, and shall inform it in Form C of the manner in which every stock register held by him has been disposed of.
