Surrender of certificate.—Every publisher of news on a digital platform who ceases to carry on the publication of news on a digital platform shall, within ninety days of such cessation, surrender the certificate of registration to the Press Council in person or by registered post, and shall inform it in Form II of the manner in which every film held by him has been disposed of.
