Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the franking machine licensee shall apply to the Sub-Registrar in Form D for a duplicate, accompanied by a fee of five rupees, and the Sub-Registrar shall issue a duplicate certificate marked as such within thirty days of the application.
