Periodical return.—Every operator of a dam carrying on the operation of a dam in an emergency shall furnish to the State Executive Committee, within three days of the close of each year, a return in Form A of every fire safety certificate received, held and disposed of during that year, and shall preserve a copy of the return for forty-five days from the date on which it is furnished.
