Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the shopkeeper in a village market shall apply to the Gram Panchayat in Form 3 for a duplicate, accompanied by a fee of one hundred rupees, and the Gram Panchayat shall issue a duplicate certificate marked as such within ninety days of the application.
