Surrender of certificate.—Every wholesale vendor who ceases to carry on the wholesale vend of liquor shall, within seven days of such cessation, surrender the certificate of registration to the Deputy Commissioner of Excise in person or by registered post, and shall inform it in Form C of the manner in which every licence held by him has been disposed of.
