Surrender of certificate.—Every bidder who ceases to carry on participation in procurement shall, within ninety days of such cessation, surrender the certificate of registration to the Public Accounts Committee in person or by registered post, and shall inform it in Form GFR 19 of the manner in which every contract held by him has been disposed of.
