Application for registration.—Every keeper of a hotel lodging foreigners carrying on the lodging of foreigners shall make an application for registration to the Citizenship Committee in Form S, within twenty-one days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every declaration of renunciation held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
