Surrender of certificate.—Every dealer in weights and measures who ceases to carry on dealing in weights and measures shall, within twenty-one days of such cessation, surrender the certificate of registration to the Controller in person or by registered post, and shall inform it in Form E of the manner in which every measure held by him has been disposed of.
