Surrender of certificate.—Every registrar of births and deaths who ceases to carry on the registration of births and deaths shall, within twenty-one days of such cessation, surrender the certificate of registration to the District Registrar in person or by registered post, and shall inform it in Form VII of the manner in which every marriage register held by him has been disposed of.
