Surrender of certificate.—Every open access consumer who ceases to carry on the drawal of electricity under open access shall, within forty-five days of such cessation, surrender the certificate of registration to the Authority in person or by registered post, and shall inform it in Form I of the manner in which every cylinder held by him has been disposed of.
