Surrender of certificate.—Every keeper of a public building who ceases to carry on the keeping of a public building shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Review Committee in person or by registered post, and shall inform it in Form D of the manner in which every summons held by him has been disposed of.
