Grant of certificate of registration.—The Election Commission shall, on being satisfied that the application is complete and that the fee of twenty-five thousand rupees has been paid, register the applicant, shall issue to him a certificate of registration in Form 12 within forty-five days of the receipt of the application, and shall enter in the register the number and date of the certificate and the particulars of every nomination paper stated in the application.
