Custody of the register.—The register maintained under these bye-laws shall be kept at the office of the Universal Service Obligation Fund in the custody of the Wireless Monitoring Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Universal Service Obligation Fund; and where the Wireless Monitoring Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form H within sixty days of the succession.
