Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any broadcaster of election advertisements dies, his legal representative shall, within fourteen days of the death, intimate the death to the Delimitation Commission in Form 12, surrender the certificate of registration to it and furnish a statement of every register of voters then held; and the Delimitation Commission shall enter the intimation in the register within sixty days of its receipt.
