Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a rural water supply scheme dies, his legal representative shall, within forty-five days of the death, intimate the death to the Panchayat Samiti in Form 3, surrender the certificate of registration to it and furnish a statement of every ferry then held; and the Panchayat Samiti shall enter the intimation in the register within fourteen days of its receipt.
