Application for registration.—Every person carrying on the business of a pawnbroker carrying on the business of a pawnbroker shall make an application for registration to the Chief Controller of Explosives in Form I, within fourteen days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every magazine held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
