Surrender of certificate.—Every publisher of news on a digital platform who ceases to carry on the publication of news on a digital platform shall, within ninety days of such cessation, surrender the certificate of registration to the Registering Authority in person or by registered post, and shall inform it in Form IV of the manner in which every periodical held by him has been disposed of.
