Surrender of certificate.—Every empanelled consultant who ceases to carry on the provision of consultancy services to the Government shall, within fourteen days of such cessation, surrender the certificate of registration to the Controller General of Accounts in person or by registered post, and shall inform it in Form GFR 41 of the manner in which every register of contracts held by him has been disposed of.
