Surrender of certificate.—Every warehouseman who ceases to carry on the warehousing of goods shall, within ninety days of such cessation, surrender the certificate of registration to the Registrar in person or by registered post, and shall inform it in Form E of the manner in which every receipt held by him has been disposed of.
