Surrender of certificate.—Every designated consumer who ceases to carry on the consumption of energy by a designated consumer shall, within fifteen days of such cessation, surrender the certificate of registration to the Petroleum and Natural Gas Regulatory Board in person or by registered post, and shall inform it in Form II of the manner in which every energy bill held by him has been disposed of.
