Application for registration.—Every exporter of services carrying on the export of services shall make an application for registration to the Export Inspection Council in Form FC-4, within sixty days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every foreign exchange held by him on the date of the application, and shall keep a copy of the application and of the statement for one hundred and eighty days from that date.
