Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a high-rise building dies, his legal representative shall, within sixty days of the death, intimate the death to the State Executive Committee in Form A, surrender the certificate of registration to it and furnish a statement of every installation then held; and the State Executive Committee shall enter the intimation in the register within fourteen days of its receipt.
