Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any licensee for the sale of poisons dies, his legal representative shall, within thirty days of the death, intimate the death to the Commissioner of Police in Form II, surrender the certificate of registration to it and furnish a statement of every pledge then held; and the Commissioner of Police shall enter the intimation in the register within seven days of its receipt.
