Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any public officer dies, his legal representative shall, within sixty days of the death, intimate the death to the Superintendent of Stamps in Form E, surrender the certificate of registration to it and furnish a statement of every allowance then held; and the Superintendent of Stamps shall enter the intimation in the register within one hundred and twenty days of its receipt.
