Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a tractor plying for hire dies, his legal representative shall, within forty-five days of the death, intimate the death to the Block Development Officer in Form 7, surrender the certificate of registration to it and furnish a statement of every market then held; and the Block Development Officer shall enter the intimation in the register within fifteen days of its receipt.
